While it is clear that USAID did not directly intend to support terrorism or extremism, it is also clear that the funds provided to the Islah affiliated networks were misused to further entrench an ideological movement with significant influence on political and military activities in Yemen, including in the south, where Islah's involvement has been linked to violent confrontations and allegations of complicity in extremism.

Islah’s role in Yemen’s war is one fraught with controversy. While presenting itself as a moderate political force, it has often been accused of using its political and military might to pursue a radical agenda, manipulating aid and resources to this end. Its role in fostering discord, not only among rival political factions but also in the wider context of the war on extremism, has sparked deep concern among international observers, especially when viewed through the lens of U.S. policy aimed at eradicating terrorism.

It is important to underscore that the U.S. government’s intention in providing aid is not to support extremism, but rather to foster stability, peace, and development. However, when these resources fall into the wrong hands—whether through political manipulation or purposeful exploitation—it becomes crucial to hold those responsible accountable and ensure that future aid is directed in ways that align with the U.S.’s broader strategic interests, particularly the fight against terrorism.
