This demand is central to the ongoing negotiations between the Southern Transitional Council and the Yemeni government.   In this context, the southerners stress the need not to compromise on this demand, which is related to the sovereignty of the south and the future of the region, and to work to find quick and effective solutions that meet the demands of the Hadrami forces and achieve security and political stability in the province.   The first military zone is considered the lifeblood of the Houthi project through serving the Brotherhood due to smuggling operations and military, financial and oil support through Al-Mahra and Wadi Hadramout to the Houthi areas.   The appearance of a terrorist leader in the al-Qaeda terrorist organization, Hassan Abkar, who is classified as a terrorist by the US Treasury Department, with a member of the Shura Council, Salah Batis, in Wadi Hadramout, raises questions about the possibility of converting the first military zone in Wadi Hadramout into an official shelter for terrorists. This appearance comes within a stone's throw of the legitimacy army and the internal apparatus there, which increases fears of an escalation of violence and chaos in the region.
