President Al-Zubaidi Chairs Expanded Meeting on Measures Taken to Reoperate Aden Refinery

President Aidarous Al-Zubaidi, President of the Southern Transitional Council (STC) and Vice Chairman of the Presidential Leadership Council (PLC), chaired on Sunday an expanded high-level meeting at the Aden Refinery Company headquarters, which brought together leadership from the Oil Ministry, led by Minister Dr. Saeed Al-Shamasi, the board of directors (BoD) of the Aden Refinery, the Oil Company management in the capital, Aden, and representatives from the Finance Ministry and the Central Bank to discuss efforts to reoperate the refinery and the country's oil sector.

The meeting reviewed the implementation level of decisions issued by the Supreme Committee for Sovereign and Local Revenues concerning financing procedures necessary to operationalize the refinery, the difficulties that have impeded progress, and steps taken to engage with the Chinese company implementing the project to build and operate the refinery's dedicated power plant.

President Al-Zubaidi was briefed on the outcomes of meetings between the Oil Ministry, the refinery BoD, and the Central Bank’s Islamic Sukuk Unit, which were held to finalize procedures for securing the required financing to reoperate the refinery.

The president also listened to the refinery company's executive director, Eng. Ahmed Musa'ed, on the results of the company's communications with the Chinese contractor to urge its return to complete the installation and operation of the power generation unit as soon as possible.

Furthermore, the meeting reviewed the Oil Ministry's achievement in securing an initial 6,000 barrels of oil per day for processing at the Aden refinery as a first phase. It also discussed the ongoing efforts to transport crude oil for power generation plants in Aden, as well as mechanisms for operating the oil sectors in the concession areas of Shabwa and Hadramaut governorates and the challenges encountered.

During the meeting, President Al-Zubaidi emphasized that reopening the Aden refinery and restoring its vital role is a national priority that brooks no further delay. His Excellency stressed the importance of expediting all financial and technical procedures related to completing the power plant project to bring the refinery back to full operational capacity at the earliest.

Regarding the mechanism for importing oil derivatives, President Al-Zubaidi underscored the necessity of restricting all import operations exclusively through officially authorized ports. His Excellency also stressed the need for strict regulation of internal import and distribution processes by the oil company to prevent any practices operating outside official frameworks.

The meeting concluded with an emphasis on the need to redouble efforts and enhance coordination among all relevant bodies to overcome existing challenges and develop practical solutions to accelerate the refinery's reoperation and revive oil sector activity for the public good.
